Now is the Time to Hire Houston Youth

With summer comes a valuable opportunity for employers to tap into up-and-coming talent to accomplish real, meaningful work while investing into the workforce Houston will need to ensure it retains its competitive 21st-century economy: The paid internship. 

Meaningful internships can empower an entire generation while building toward a more prosperous future by giving students and young adults an opportunity to ‘window-shop’ for careers in a variety of industries and settings and recognize career pathways, to learn workforce behaviors, and understand how their coursework applies in a business setting. 

Since 2016, the City of Houston has helped employers access a diverse spectrum of more than 26,000 young, talented Houstonians aged 16 through 24 through its Hire Houston Youth program. The program has also facilitated job readiness training for over 35,000 youth and adults. This summer, the City is asking employers to provide 16,000 summer internship, job, and apprenticeship opportunities.

Program details:

  • Internships should last at least eight weeks (June 13 and Aug. 5, 2022)
  • Internships should pay at least $10 per hour; the average pay in 2021 was $15 per hour
  • Employers without openings can sponsor an intern or register and join the Hire Houston Youth community

Additionally, the City is hosting a job and resource fair on June 11, 2022, at Houston’s George R. Brown Convention Center. The fair is open to employers from across the entire region and jobseekers of all ages.

From HVAC to Home Runs: How Daikin Fuels Economic Growth in Houston

Daikin Comfort Technologies North America is making history in Houston—not just on the field, but across the region. As the new namesake of the Astros’ ballpark, Daikin’s investment in the Houston region has been a game-changer for the regional economy and community.  Daikin’s journey in the Houston region has been one of steady growth and impact, and it all began over a decade ago. In 2012, the Japanese company acquired Goodman, a leading U.S. manufacturer of residential air conditioners. The acquisition strengthened Daikin’s foothold in the U.S. market and expanded its product offerings.  In 2017, the company opened the Daikin Texas Technology Park in Waller – just outside Houston – after consolidating Goodman’s four U.S. factories, headquarters, and distribution bases. The 4.2 million square-foot facility also serves its North American headquarters.  Since then, Daikin has invested more than $1 billion in the region, including over $500 million in the technology park alone. In 2023, the company announced the launch of a new product line focused on digital HVAC technology.   “Since establishing their campus in the region, Daikin has continued to grow, invest, and create jobs,” Steve Kean said. “Their expansion has brought new opportunities, strengthened our economy, and reinforced Houston’s role as a hub for global manufacturing and advanced technology.  Their knowledge and technology will also be valuable to our community as we maintain and grow our position as the world’s energy capital.”   As the Astros take the field at the newly renamed Daikin Park, the partnership marks more than a new name on the stadium — Daikin’s commitment to Houston goes far beyond the stadium. Through community programs focused on education and sustainability, the company is helping strengthen the region while reinforcing its commitment to innovation, economic growth, and global recognition for the region.  In partnership with the Astros, Daikin is launching two major programs. The Most Valuable STEAM Scholarship will provide Houston-area students with resources to pursue careers in science, technology, engineering, arts, and mathematics. Daikin’s community cooling program will bring energy-efficient HVAC systems to underserved households, helping families stay comfortable while lowering energy costs.  Complementing these developments, the City of Houston has undertaken infrastructure improvements around Daikin Park. Texas Avenue, between Crawford and Hamilton Streets, was repaved — with crews removing 10 inches of pavement and replacing it with concrete and asphalt. Work began March 8 and continued around the clock to ensure the street reopened ahead of Opening Day, showing the city's commitment to creating a seamless experience for fans.  Daikin’s long-standing commitment to Houston shows that when global companies invest in our region, everyone benefits. Lawmakers Eye Texas High Schools for Workforce Solutions

Texas is a global powerhouse, and Houston is the welcoming committee for many companies looking to settle in the Lone Star State. The strength of our workforce is one key issue that continues to drive economic growth. Lawmakers are looking to increase the pool of homegrown talent through House Bill 120 (HB 120). This comprehensive reform bill will increase funding for career advising, strengthen programs that prepare graduating seniors for careers, and boost funding for facilities that expand career educational programs in public schools. The Partnership is supporting HB 120 this session. Here’s a look at the bill and key areas of interest in workforce development: High School Advising Program Establishes a program for districts and charter schools to provide college and career advising. Requires partnerships with institutions of higher education or workforce organizations. Limits advisors to a caseload of 200 students, prioritizing grades 11 and 12. Introduces a funding allotment of $50,000 per full-time equivalent advisor. Gradually reduces funding after five years unless districts meet performance benchmarks. Funding Changes for Career Programs Allows funding to support high school graduates for up to two years in postsecondary education or vocational training. Increases funding for students in P-TECH and New Tech Network schools from $50 to $150 per student. Provides additional funding for students enrolled in dual credit programs post-graduation. New Facilities Funding Expands definition to include facilities renovated for high-cost, undersubscribed career and technical education programs. Increases funding cap from $100 million to $150 million. Expands Eligibility for Rural Programs Allows districts to continue participation regardless of enrollment size. Expands retirement system eligibility for employees of coordinating entities. Modifies grant funding allocation and eligibility for performance agreements. Requires R-PEP partnerships to offer specific career pathways, including computer programming and skilled trades. Military Pathway Grant Program Establishes a grant program for school districts to implement JROTC programs. Requires districts to administer the Armed Services Vocational Aptitude Battery (ASVAB) test annually. Provides career counseling based on ASVAB results. Grants are set at $50,000 per district, with a total funding cap of $2 million annually. Because of the variety of programs and funding changes, lawmakers are proposing a phased-in approach to gradually implement these programs through 2027. Contingency funding will be included in the budget proposals that have yet to receive a floor vote in either chamber. Both HB 120 and the General Appropriations Act (Senate Bill 1) must pass for these reforms to be fully implemented. The Partnership is also supporting Senate Bill 1826 by Sen. Charles Schwertner, which is also designed to strengthen Career and Technical Education programs in Texas.
